Դեռ ամիսներ առաջ «Տաշիր Կապիտալ»-ի կողմից՝ որպես Հայաստանի էլեկտրաէներգետիկ համակարգի խոշորագույն օպերատոր, ներկայացվել էր առաջարկ՝ բնակչության համար էլեկտրաէներգիայի սակագինը իջեցնելու վերաբերյալ։ Այս նախաձեռնությունը կարող էր էական ազդեցություն ունենալ տնտեսական միջավայրի վրա՝ նվազեցնելով բնակչության ծախսերը և խթանելով արտադրական հատվածի մրցունակությունը։ Սակայն ՀԾԿՀ-ն մերժեց առաջարկը՝ առանց հանրության համար հստակ և հիմնավոր բացատրության։

Տնտեսական աղբյուրների գնահատմամբ՝ մերժման պատճառը միայն տնտեսական հաշվարկները չեն։ Ակնհայտ է, որ իշխանությունները շարունակում են գործել քաղաքական և նախընտրական տրամաբանությամբ՝ փորձելով պատժել «Տաշիր Կապիտալ»-ի սեփականատեր Սամվել Կարապետյանին՝ վերջին ամիսներին իշխանության նկատմամբ ունեցած կոշտ դիրքորոշման և տնտեսական անկախության խորհրդանիշ դառնալու համար։

Այս մոտեցումը, ըստ փորձագետների, կարող է լուրջ վնաս հասցնել Հայաստանի ներդրումային միջավայրին։ Ոչ մի միջազգային ներդրող չի ցանկանա ստանձնել նման ծավալի էներգետիկ ակտիվ, որի նկատմամբ պետությունը նախկինում կիրառել է փաստացի բռնագրավում։ ՀԷՑ-ի դեպքը միջազգային տնտեսական շրջանակներում արդեն դիտարկվում է որպես վտանգավոր նախադեպ․ այն վկայում է, որ Հայաստանում բիզնեսի և սեփականության իրավունքների պաշտպանությունը երաշխավորված չէ, իսկ կառավարությունը պատրաստ է միջամտել ցանկացած պահի՝ քաղաքական նպատակահարմարությամբ։

Հետևաբար, այս իրավիճակը ոչ միայն խաթարում է վստահությունը կոնկրետ ընկերության, այլև ընդհանրապես Հայաստանի տնտեսության նկատմամբ։ Եթե պետությունը չի կարող ապահովել սեփականության պաշտպանություն, ապա օտարերկրյա ներդրողները պարզապես կշրջանցեն հայկական շուկան՝ ընտրելով ավելի կայուն իրավական միջավայր ունեցող երկրներ։ Արդյունքում կկրճատվի ներդրումային բազան, կդանդաղի տնտեսական աճը, իսկ քաղաքացիների համար էլեկտրաէներգիայի գները կմնան բարձր։

Ի դեպ, այսօր՝ ժամը 12:00-ին, «Ալեքսանդր» հյուրանոցում կանցկացվի ՀԷՑ-ի նախկին գլխավոր տնօրենի պաշտոնակատար Դավիթ Ղազինյանի մամուլի ասուլիսը, որտեղ նա կներկայացնի էլեկտրաէներգիայի սակագինը նվազեցնելու վերաբերյալ «Տաշիր Կապիտալ»-ի առաջարկի մանրամասներն ու դրա մերժման իրական պատճառները։
