Հայաստանը չի մասնակցի Բիշքեկում նոյեմբերի 27-ին կայանալիք ՀԱՊԿ գագաթնաժողովին, հայտնել է ՌԴ նախագահի օգնական Յուրի Ուշակովը: Երևանը, սակայն, ըստ Ուշակովի, դեմ չէ գագաթնաժողովում համաձայնեցված փաստաթղթերի ընդունմանը: Հայաստանը վերջին 2 տարին հիմնականում չի մասնակցում ՀԱՊԿ-ի միջոցառումներին: Վերջին տարիներին ՀԱՊԿ-ի հետ կազմակերպության անդամ Հայաստանի հարաբերությունները սրված են՝ հատկապես 2022 թվականի սեպտեմբերին Ադրբեջանի հարձակումից հետո։

Չնայած Երևանի պահանջներին՝ ՀԱՊԿ-ը մինչև օրս չի դատապարտել դաշինքի անդամ պետության դեմ այդ հարձակումը և չի արձանագրել, որ Ադրբեջանը Հայաստանից տարածքներ է օկուպացրել։ Այս տարվա հուլիսի 16-ին Նիկոլ Փաշինյանը հայտարարել էր, թե առավել հավանական է, որ Հայաստանը դուրս կգա Հավաքական անվտանգության պայմանագրի կազմակերպությունից, քան կապասառեցնի իր անդամակցությունը։ Ռուսաստանն ի պատասխան հայտարարել էր, թե դա պաշտոնական Երևանի որոշելիք հարց է։ Կրեմլի խոսնակը միաժամանակ փաստել էր, որ առայժմ Հայաստանը դուրս չի եկել ՀԱՊԿ-ից․ «Կհետևենք՝ ինչ որոշումներ են կայացվում Երևանում», - ասել էր Կրեմլի խոսնակը։

Արդեն սեպտեմբերին Փաշինյանի հռետորաբանությունը ՀԱՊԿ-ի մասով փոքր-ինչ մեղմացել էր, կառույցը լքելու հայտարարություններ չէր արել։ Այդուհանդերձ, նույնիսկ ՀԱՊԿ գործընկերների համար է տարակուսելի պաշտոնական Երևանի այս պահվածքը։ Լքո՞ւմ են, թե՞ չեն լքում, ի վերջո, ռազմաքաղաքական այդ կառույցը։ Մի կողմից, ՀԱՊԿ-ն լքելու դեպքում Հայաստանին պարտադրելու են լքել նաև ԵԱՏՄ-ն ու ԱՊՀ-ն՝ դրանից բխող քաղաքական և , ինչն ավելի կարևոր է, տնտեսական ծանրագույն հետևանքներով, մյուս կողմից՝ Հայաստանը դեռ պատրաստ չէ։ Բայց և, ինչ-որ պահի ծագելու է այդ հարցը։ Ըստ Փաշինյանի, այդ ժամանակ էլ կորոշեն՝ Ե՞Մ, թե՞ ԵԱՏՄ, Արևմո՞ւտք, թե՞ ՀԱՊԿ։
