Փաշինյանն ապօրինի հրահանգներ է տալիս իրավապահներին

Հայաստանի գործող իշխանությունները՝ Նիկոլ Փաշինյանի գլխավորությամբ, տարիներ շարունակ փորձում են տպավորություն ստեղծել, թե Հայաստանում օրենքի գերակայություն է հաստատվում, միևնույն ժամանակ ամեն ինչ անում են մարդկանց ապօրինի եղանակներով հետապնդելու նպատակով։ Օրերս Փաշինյանի հանդիպումը ՀԷՑ–ի ժամանակավոր կառավարչի հետ հերթական անգամ ընդգծեց, որ գործող իշխանությունը ոչինչ չի հասկանում օրենքից և օրինականությունից, իսկ Փաշինյանն անձամբ է ուղղորդում իրավապահներին, թե ինչ քրեական հոդվածներ հարուցեն իր ընդդիմախոսների դեմ։

Լսելով ժամանակավոր կառավարչի զեկույցը՝ իբր տեղի ունեցած չարաշահումների մասին, Փաշինյանն ասել է. «Այն, ինչ որ նկարագրում եք, և եթե հիմնավորված է, ըստ էության, դա այլ անուն, քան «փողերի լվացում», դժվար է գտնել»։ Մասնագետ իրավաբանների գնահատմամբ՝ վարչապետի կողմից որևէ անձի որևէ գործողություն հրապարակային պաշտոնական տեսաձայնագրության մեջ որպես փողերի լվացում որակելը ՀՀ իրավապահ մարմիններին ուղղված ուղղակի հրահանգավորում է, անմեղության կանխավարկածի չեղարկման հերթական դրսևորում պաշտոնյայի կողմից։ «Մեր ձևով» շարժման անդամ Գոհար Մելոյանի գնահատմամբ՝ սա ոչ այլ ինչ է, քան ապօրինի հրահանգ։

«Արդար Հայաստան» կուսակցության նախագահ Նորայր Նորիկյանն էլ նշել է, թե սա Սահմանադրության 66-րդ հոդվածի կոպիտ խախտում է, անմեղության կանխավարկածի խախտում։ «Իհարկե, կոնկրետ անձանց անուններ չեն հնչեցվում, բայց ի սկզբանե պարզ է, որ խոսքը Սամվել Կարապետյանի մասին է։ Փաշինյանը ցույց է տալիս, որ այն, ինչ կատարվում է ՀԷՑ–ի շուրջ, կատարվում է իր գիտությամբ ու կարգադրությամբ։ Այսինքն՝ ինքը շատ բաց է խաղում այս գործընթացում և բացահայտ ցույց է տալիս, որ այս ամենի հետևում կանգնած է ինքը և ընդամենը քաղաքական խնդիր է լուծում»,– հայտարարել է նա։

Ըստ էության, Փաշինյանը ցանկանում է նոր քրեական հոդվածներ կարել «Հայաստանի էլեկտրական ցանցերի» շուրջ, որպեսզի հնարավոր լինի զավթել խոշորագույն այդ ընկերությունը, և հենց դրան էլ միտված էր օրերս տեղի ունեցած հանդիպումը։
