Մինչ Հայաստանի և Ադրբեջանի ղեկավարները պատրաստվում են մեկնել Միացյալ Էմիրություններ, որտեղ մասնակցելու են Աբու Դաբիում նախատեսված «Զայեդ» մրցանակաբաշխությանը և ստանալու են մրցանակները, Ադրբեջանի խորհրդարանում բավական ուշագրավ հայտարարություններ են արվել։ Պատգամավոր Գուդրաթ Հասանգուլիևը հայտարարել է, որ մինչ Հայաստանում կայանալիք հերթական ընտրությունները, այսինքն՝ մինչև հունիս, կարող են ստորագրել խաղաղության պայմանագիրը։

Դիմելով խորհրդարանի անդամներին՝ ադրբեջանցի պատգամավորը ընդգծել է, որ դա կարող է տեղի ունենալ այն դեպքում, եթե «Հայաստանը պարտավորվի, որ իր նոր Սահմանադրության տեքստում Ադրբեջանին ուղղված տարածքային պահանջներ չեն լինի»։ Հայաստանի և Ադրբեջանի միջև խաղաղության պայմանագիրը նախաստորագրվել է անցած տարվա օգոստոսի 8-ին Վաշինգտոնում։

Պայմանագիրը ստորագրելու՝ Բաքվի նախապայմանն է Հայաստանի Սահմանադրության փոփոխությունը, որի նախաբանում հղում կա Անկախության հռչակագրին, որտեղ խոսվում է Հայաստանի ու Ղարաբաղի միավորման մասին։ Մինչ վերջերս Ադրբեջանը հայտարարում էր, որ պայմանագիրը կստորագրի միայն այն դեպքում, երբ Սահմանադրության մեջ փոփոխություններ լինեն, և այժմ Հասանգուլիևի հայտարարությունը վկայում է, որ Ադրբեջանը հռետորաբանության փոփոխություն է կատարել, մեղմացրել դիրքորոշումը և առայժմ ընդամենը համաձայն է ստորագրել պայմանագիրը մինչև հունիս՝ Սահմանադրությունը փոփոխելու պարտավորություն ստանձնելու պարագայում։

Սա, ըստ էության, նոր քարտ-բլանշ է Ադրբեջանի իշխանությունների կողմից Նիկոլ Փաշինյանին։ Բաքվում էլ հրաշալի հասկանում են, որ առանց հստակ փաստաթղթի Փաշինյանի համար բարդ է լինելու որևէ բան անել ընտրությունների ժամանակ, և հռետորաբանության մեղմացմամբ ջուր են լցնում ՀՀ իշխանության քարոզչությանը։
