Գործող իշխանությանը ակնհայտորեն անհանգստացնում է այն հանգամանքը, որ «Ուժեղ Հայաստան» կուսակցության վարչապետի թեկնածուն Սամվել Կարապետյանն է։ Քաղաքական դաշտում և սոցիալական հարթակներում ակտիվ քննարկումներ են ծավալվել, տարբեր խմբեր փորձում են իրենց տեսակետը ներկայացնել՝ հաճախ իրավական գնահատականներ հնչեցնելով։ Մինչդեռ ոլորտի մասնագետները պնդում են, որ գործընթացը գտնվում է բացառապես օրենքի շրջանակում և որևէ իրավական խոչընդոտ չկա։

«Ուժեղ Հայաստանի ուժեղ վարչապետն է Սամվել Կարապետյանը»։ Այս հայտարարությամբ հանդես է եկել «Մեր ձևով» շարժման անդամ Գոհար Մելոյանը՝ ներկայացնելով կուսակցության քաղաքական և տնտեսական տեսլականը։ Նրա խոսքով՝ «Ուժեղ Հայաստան» կուսակցության ընտրական ցուցակի առաջին համարում հանդես կգա Նարեկ Կարապետյանը՝ անցումային համակարգողի կարգավիճակով։ Թիմը ներկայանում է թափանցիկության, ազնվության և մասնագիտական կարողությունների շեշտադրմամբ։

Կուսակցությունը հրապարակել է հինգ առաջնահերթ տնտեսական քայլեր։ Դրանց թվում են երեք հարյուր հազար նոր աշխատատեղերի ստեղծումը՝ հատկապես մարզերում, փոքր բիզնեսի համար զրոյական հարկային քաղաքականությունը, դեղորայքի գնի քսան տոկոս նվազեցումը, գյուղերում բերքի երաշխավորված մթերումն ու քսան հազար մատչելի բնակարանի կառուցումը պետական աջակցությամբ։ Ըստ նախաձեռնության հեղինակների՝ այս ծրագրերը նպատակ ունեն խթանել տնտեսական ակտիվությունը, ամրապնդել ընտանիքները և նվազեցնել արտագաղթը՝ ստեղծելով արժանապատիվ աշխատանքի և կյանքի պայմաններ հայրենիքում։

Փետրվարի 12-ին Սամվել Կարապետյանի առաջադրումը պաշտոնապես հայտարարվելուց հետո սոցիալական հարթակներում ակտիվացել են մի շարք օգտատերեր, որոնք կասկածի տակ են դնում թեկնածության իրավաչափությունը։ Այս երևույթին անդրադարձել է փաստաբան Ռուբեն Մխիթարյանը՝ արձանագրելով, որ իրավական գնահատականներ հնչեցնելու համար անհրաժեշտ է մասնագիտական գիտելիք և փորձ, ոչ թե միայն սոցիալական ցանցերում գրառում կատարելու հնարավորություն։
Մխիթարյանի խոսքով՝ իրավաբանական գիտելիք ձեռք բերելու համար սովորաբար անցնում են մասնագիտական կրթության և փորձառության ճանապարհ, մինչդեռ այժմ որոշ շրջանակներ փորձում են հեռախոսով ստացված անհասկանալի հրահանգների հիման վրա հանրությանը համոզել, թե Սամվել Կարապետյանը չի կարող լինել վարչապետի թեկնածու։ Փաստաբանը նման պնդումները որակել է որպես մանիպուլյացիա և կեղծ տեղեկատվության տարածում՝ ընդգծելով, որ իրավական որևէ խոչընդոտ չկա։ Նրա համոզմամբ՝ Սամվել Կարապետյանը կարող է և կլինի Հայաստանի հաջորդ վարչապետը։

Քաղաքական պայքարը տեղափոխվել է նաև տեղեկատվական դաշտ, որտեղ կարծիքների բազմազանությունը հաճախ ուղեկցվում է իրավական հիմնավորումների բացակայությամբ։ Սակայն մասնագետների գնահատմամբ՝ ընտրական գործընթացի շրջանակում յուրաքանչյուր թեկնածուի առաջադրումը պետք է գնահատվի բացառապես օրենքի տեսանկյունից, ոչ թե քաղաքական նախընտրությունների կամ սոցիալական ցանցերում ձևավորված տրամադրությունների հիման վրա։

Ստեղծված իրավիճակը ցույց է տալիս, որ «Ուժեղ Հայաստան» կուսակցության նախաձեռնությունները և Սամվել Կարապետյանի թեկնածությունն արդեն դարձել են քաղաքական օրակարգի առանցքային թեմաներից մեկը։ Առաջիկա զարգացումները ցույց կտան, թե ինչպես կձևավորվի մրցակցային միջավայրը, սակայն այս փուլում իրավական դաշտում որևէ խոչընդոտի առկայության մասին խոսելը մասնագետների կարծիքով անհիմն է։
