Նոր Սահմանադրության նախագծի տեքստն արդեն պատրաստ է, այն կքննարկվի ՔՊ վարչության նիստում և ԱԺ «Քաղաքացիական պայմանագիր» խմբակցությունում։ Արդարադատության նախարար Սրբուհի Գալյանի խոսքով՝ քննարկումներից հետո տեքստը հրապարակելու վերաբերյալ որոշում կկայացվի։ Նախարարը նշել է՝ Սահմանադրության տեքստը հնարավորինս շուտ պետք է հրապարակվի։

«Միանշանակ է, որ ընտրությունների հետ զուգահեռ հանրաքվե չենք կարող իրականացնել, այսինքն՝ մենք ունենալու ենք մեծ ժամկետ տեքստը հանրության հետ կոմունիկացնելու համար։ Մեր նպատակն է նաև այն, որ տեքստին ծանոթ լինեն հնարավորինս ավելի լայն շրջանակի մարդիկ, եթե հնարավոր է, բոլորը, որպեսզի այդ մեծ պայմանագրի էական պայմանները գիտակցվեն, հասկանալի լինեն հանրության լայն շերտերի համար»,- ասել է նախարարը։

Մի կողմից իշխանությունը շարունակում է պնդել, որ մտադիր չեն սահմանադրական հանրաքվեն ընտրություններին հետ զուգահեռ անցկացնել, մյուս կողմից էլ իշխանության այս շտապողականությունը հարցեր է առաջացնում։ Մեր աղբյուրների փոխանցմամբ, ներկայացնելով Սահմանադրության նոր տեքստը ՝Փաշինյանը ընդամենը ցանկանում է Ադրբեջանին մեսիջ հղել, որ պատրաստ է կատարել նրա ցանկությունները՝ Սահմանադրությունից հեռացնելով Անկախության հռչակագրի հղումը։

Հիշեցնենք, Ադրբեջանը թեպետ վերջին շրջանում մեղմացրել է հռետորաբանությունը, արդեն գրեթե մեկ տարի է սահմանին որևէ կրակոց տեղի չի ունենում, բայց և Բաքուն իր համար մանևրելու տեղ է թողել՝ Հայաստանի իշխանություններից պահանջելով փոխել Սահմանադրությունը, հակառակ պարագայում նույնիսկ սպառնալով նոր ռազմական էսկալացիա սկսել։ Ադրբեջանը և Թուրքիան հրաշալի հասկանում են, որ իրենց ցանկությունները կկատարվեն միայն մի պարագայում, եթե Փաշինյանը շարունակի մնալ իշխանության ղեկին։

Ուստի թե՛ հրադադարի ռեժիմի պահպանմամբ, թե՛ տարբեր հայտարարություններով աջակցում են Փաշինյանի նախընտրական քարոզարշավին։ Ինքը Փաշինյանն էլ ռևերանսներ է անում Ադրբեջանի և Թուրքիայի ուղղությամբ։ Ապացույցներն այնքան բազմաթիվ են, որ նույնիսկ իմաստ չկա այդ մասին նշելու։ Բայց և ակնհայտորեն նույնիսկ 2027 թ․-ին սահմանադրական հանրաքվե կազմակերպելով, Փաշինյանը ձախողելու է այն, քանի որ հասարակությունը չի ընդունելու պարտադրված Սահմանադրությունը։ Իշխանությունն առայժմ աշխատում է այսրոպեական մոտեցումներով, փորձում խուսանավել, իսկ թե ինչ կլինի հետո, արդեն Փաշինյանին առանձնապես չի հուզում։
