Մինչ Հայաստանում ակտիվորեն զբաղված են խորհրդարանական ընտրությունների քարոզարշավով, ամերիկյան կողմը շարունակում է առաջ մղել մոդուլային ռեակտորի կառուցման ամերիկյան նախագիծը՝ Հայաստանի իշխանություններին պարտադրելով գնել հենց ամերիկյան ռեակտորը, որի արդյունավետության վերաբերյալ որևէ փաստարկ այդպես էլ գոյություն չունի։ Հիշեցնենք՝ փետրվարին փոխնախագահ Վենսի այցի ընթացքում մի շարք փաստաթղթեր ստորագրվեցին, որից հետո, սակայն, Հայաստանի գործող իշխանությունները պնդում էին, թե շարունակում են բանակցությունները տարբեր երկրների՝ Ֆրանսիայի, ԱՄՆ-ի, Հարավային Կորեայի, Ռուսաստանի հետ նոր ատոմային ռեակտորի կառուցման ուղղությամբ։

Բայց ամերիկյան կողմի ակտիվությունն ու հստակ կատարվող քայլերը վկայում են, որ, ըստ էության, որոշումն արդեն կայացված է։ ԱՄՆ պետքարտուղարության «Հիմնարար ենթակառուցվածքներ՝ փոքր մոդուլային ռեակտորների տեխնոլոգիայի պատասխանատու օգտագործման համար» ծրագրի շրջանակում մայիսի 19-ից 22-ը Հայաստանում էին «Սարջենթ և Լունդի» ընկերության փորձագետները՝ ապահովելու շարունակական տեխնիկական խորհրդատվություն փոքր մոդուլային ռեակտորների տեխնոլոգիայի վերաբերյալ։ «Սարջենթ և Լունդի» ընկերությունը, աշխատելով ՀՀ պաշտոնյաների հետ, ավարտին է հասցրել ՀԱԷԿ-ը նոր առաջադեմ ամերիկյան փոքր մոդուլային ռեակտորների տեխնոլոգիաներով փոխարինելու կենսունակության վերաբերյալ նախնական տեխնիկատնտեսական գնահատումը։

Հայաստանում ամերիկյան դեսպանատունը պնդում է, թե հիմնավորվել է, որ Հայաստանում տեղակայման համար նպատակահարմար է դիտարկել ամերիկյան 4 տեսակի փոքր մոդուլային ռեակտորներ։ Տեխնիկական աջակցությունը ներդաշնակեցվել է ԱԷՄԳ-ի լավագույն փորձի հետ, ուշադրության կենտրոնում են եղել միջուկային անվտանգության, ապահովության ու չտարածման ամենաբարձր ստանդարտները, դիտարկվել են ՀԱԷԿ-ի շահագործման ժամկետի ավարտից հետո փոխարինող կարողություններ ձևավորելու տարբերակները։

Փորձագետների այս այցի և կայացված որոշումների մասով ակնհայտ է, որ Հայաստանի գործող իշխանությունները մի կողմից շարունակում են խուսանավել և խաբել միջազգային գործընկերներին, հատկապես Ռուսաստանին, մյուս կողմից էլ՝ կատարում են ամերիկյան կողմի բոլոր պահանջները, և հենց այս պատճառով է նաև, որ Միացյալ Նահանգներն ամեն գնով աջակցում է Փաշինյանի վերարտադրմանը։
