Ռուսաստանի «Ռոսսելխոզնադզորի» որոշումը՝ սահմանափակել Հայաստանից մի շարք գյուղմթերքների ներմուծումը, իշխանությունները փորձելու են ներկայացնել բացառապես տեխնիկական կամ ֆիտոսանիտարական խնդիրների շրջանակում։ Սակայն իրականությունն ակնհայտորեն շատ ավելի խորն է։ Խնդիրը վաղուց արդեն միայն լոլիկի, վարունգի կամ ելակի մասին չէ։ Խնդիրը քաղաքական է։

Հայաստանի գործող իշխանությունը վերջին տարիներին հետևողականորեն քայքայել է հարաբերությունները երկրի հիմնական ռազմավարական և տնտեսական գործընկեր Ռուսաստանի հետ՝ դա ներկայացնելով որպես «բազմավեկտոր քաղաքականություն»։ Սակայն իրականում այդ գործընթացը վերածվել է մշտական սրման, հրապարակային հակադրությունների և անվստահության մթնոլորտի ձևավորման։

Այս ֆոնին դժվար էր պատկերացնել, որ տնտեսական հարաբերությունները շարունակելու են աշխատել նախկին ռեժիմով։ Երբ իշխանությունը տարիներով քաղաքական մակարդակում սրում է հարաբերությունները, անխուսափելիորեն հարվածի տակ են հայտնվում նաև տնտեսությունը, արտահանումը և սովորական քաղաքացիները։

Այժմ դրա առաջին լուրջ հետևանքներից մեկը տեսնում ենք գյուղատնտեսության ոլորտում։ Ռուսաստանը Հայաստանի գյուղմթերքի հիմնական շուկան է։ Հազարավոր գյուղացիներ, ջերմոցային տնտեսություններ և արտահանողներ իրենց ամբողջ գործունեությունը կառուցել են այդ շուկայի վրա։ Սակայն իշխանությունները, զբաղված լինելով արտաքին քաղաքական վտանգավոր փորձարկումներով, ըստ էության ոչ մի պահ չեն մտածել, թե ինչ հետևանքներ կարող են ունենալ այդ քայլերը երկրի տնտեսության համար։

Պաշտոնական պատճառաբանությունները կարող են լինել ֆիտոսանիտարական խնդիրները, կարանտինային վնասատուները կամ վերահսկողության բացերը, բայց ակնհայտ է, որ նման որոշումները միշտ էլ ունեն քաղաքական ենթատեքստ։ Առավել ևս այն պայմաններում, երբ հայ-ռուսական հարաբերություններում վերջին տարիներին կուտակվել է լարվածության մեծ պաշար։

Սակայն այստեղ ամենամեծ պատասխանատվությունը հենց Հայաստանի իշխանության վրա է։ Որովհետև ցանկացած պետության ղեկավարության առաջնային խնդիրը սեփական երկրի տնտեսական անվտանգությունն ապահովելն է, ոչ թե արտաքին քաղաքական հայտարարություններով իրավիճակը հասցնել այն կետին, որտեղ դրա գինը սկսում են վճարել գյուղացիները, արտահանողները և հասարակ քաղաքացիները։

Այսօր արդեն հազարավոր մարդիկ կանգնած են անորոշության առաջ։ Ջերմոցներում աճեցված բերքը կարող է չարտահանվել, գյուղացիները կարող են կրել մեծ վնասներ, իսկ շուկան՝ կտրուկ անկայունանալ։ Եվ այս ամենը այն պայմաններում, երբ իշխանությունները տարիներ շարունակ խոսում էին տնտեսության զարգացման, արտահանման աճի և գյուղատնտեսության աջակցության մասին։

Փաստացի ստացվում է, որ արտաքին քաղաքական անհեռատեսության գինը կրկին վճարելու է հասարակ ժողովուրդը։
