«Փաստ» օրաթերթը գրում է.

Համաձայն ՀՀ Ընտրական օրենսգրքի, նախընտրական քարոզչությունը խստիվ ավարտվում է քվեարկության օրվան նախորդող օրվանից՝ գիշերը ժամը 00:01ից։ Այսինքն, «լռության օրն» արդեն սկսված է և կշարունակվի նաև վաղը՝ քվեարկության օրը: Նման սահմանափակման տրամաբանությունն այն է, որ ընտրողները առնվազն մեկ օր «լռության» մեջ ժամանակ ունենան ծանրութեթև անել ողջ քարոզարշավը և որոշում կայացնել:

Օրենքում նշված է. «Քվեարկության և դրան նախորդող օրը քարոզչությունը հրապարակային ելույթների, հրապարակային միջոցառումների միջոցով, զանգվածային լրատվության միջոցներով, այդ թվում՝ կաբելային (մալուխային) ցանցով, արբանյակային կապով և վերգետնյա եթերային հեռարձակմամբ տեսալսողական մեդիածառայություն մատուցողների կողմից, ինչպես նաև համացանցում գովազդի միջոցով արգելվում է»:

Իսկ ի՞նչ ունենք իրականում, և ի՞նչ սպասենք այս առումով այսօր և վաղը: Նախորդ առնվազն մի քանի ընտրությունները ցույց են տալիս, որ այս «արգելքը» ժամանակի ընթացքում կորցնում է իր իմաստն ու արդիականությունը: Բանն այն է, որ նախ՝ ընտրությունների նախորդ օրը, նաև ընտրությունների օրը բոլոր նախընտրական պաստառները դեռևս մնում են փակցված: Երկրորդ՝ դժվար է հետևել սոցցանցային ողջ տիրույթում այդ արգելքի լիարժեք կատարմանը, առավել ևս, որ շատերը պարզապես օգտագործում են քաղաքական ուժերի հերթական համարների թվերը՝ արտաքուստ անմեղ տեքստերով քարոզչություն անելու (օրինակ՝ ես X տարեկանում X անգամ ժիմ էի անում և այլն): Երրորդ՝ նույն սոցցանցային տիրույթներում «լռության օրվան» նախորդած ժամանակահատվածում քարոզչական նյութերի վրա միացված գովազդները հաճախ դեռևս շարունակվում են, իսկ եթե նույնիսկ անջատված են լինում, միևնույնն է՝ նախկինում հրապարակված (թեկուզ առանց գովազդի) նյութերը ժամանակ առ ժամանակ նորից կարող են հայտնվել մարդկանց «նյուզֆիդերում», ընդ որում՝ անկախ այդ նյութի հրապարակողի կամքից ու ցանկությունից, այսինքն՝ այստեղ նույնիսկ պատասխանատվության հարց չկա: Վերջապես՝ այս կամ այն քաղաքական ուժի հետ ասոցացվող որևէ հայտարարություն պետական մարմինների, այդ թվում՝ իրավապահների կողմից, կարող է դառնալ յուրատեսակ հակաքարոզչություն:

Այդուամենայնիվ, հստակ է, որ այսօր ու վաղը չեն լինի բանավեճեր, չեն լինի հանդիպումներ, հանրահավաքներ, ուղիղ քարոզչական ելույթներ, ինչը թույլ կտա, որ հանրությունն իսկապես փոքրինչ հանգստանա այդ ամենից:
