«Փաստ» օրաթերթը գրում է.

Վերջին շրջանում հանրության սևեռուն ուշադրությանն արժանացած իրադարձություններից մեկն, ինչ խոսք, ՀՀ երկրորդ նախագահ, «Հայաստան» դաշինքի առաջնորդ Ռոբերտ Քոչարյանի նկատմամբ նոր քրեական վարույթ նախաձեռնելու փաշինյանական իրավապահների «նախաձեռնությունն» էր: Իսկ ի՞նչ կա դրա տակ: Հարցը կարող է հռետորական թվալ՝ հաշվի առնելով, որ վերջին ութ տարվա ընթացքում ընդդիմադիրների նկատմամբ գործեր «կարելու» պակաս չենք ունեցել, իսկ այդ գործերի «տակ» երբեք էլ ոչինչ չի եղել, այսինքն՝ բացառապես քաղաքական դրդապատճառներով սարքվել են:

Այդուամենայնիվ, հետաքրքիր է, թե այս անգամ ինչի մասին է խոսքը: Պարզվում է՝ «գործը» կառավարության 22 տարվա վաղեմության մի որոշման մասին է: Դրա հետ կապված՝ այդ ժամանակ նախագահ Ռոբերտ Քոչարյանին մեղսագրվող բուն «հանցավոր» արարքն էլ, պարզվում է, այն է, որ... վավերացրել է կառավարության այդ որոշումը: Վերջ: Հա, դա իսկապես էլ «վերջն է», բայց... խոսակցական առումով: Ո՞րն է խնդիրը: Իսկ խնդիրն այն է, որ փաշինյանական իշխանությունն ամեն գնով ինչ-որ բան գտնելու ճանապարհին պարզապես ինքն իրեն դրել է զավեշտալի վիճակում:

Նախ՝ նշված «գործով» վաղեմության բոլոր ժամկետները վաղուց անցել են: Երկրորդ՝ տվյալ ժամանակաշրջանում գործող Սահմանադրության և օրենքների համաձայն, ՀՀ նախագահը ուղղակիորեն պետք է վավերացներ կառավարության ընդունած որոշումները: Դա նախագահի սահմանադրական պարտականություններից մեկն էր:

Է՜հ, կառավարությունը որոշել է, նախագահն էլ՝ վավերացրել: Այն ժամանակվա օրենքներով, կառավարության որոշումների վրա վետո դնելու իրավասություն նախագահը չի ունեցել: Այսինքն, նա չի կարող պատասխանատվության ենթարկվել նրա համար, որ... իրականացրել է Սահմանադրությամբ իրեն վերապահված պարտականությունները:

Մի խոսքով, իշխանությունները նորից հերթական «գործն» են բացում, որն էլի քարուքանդ եղած է ի սկզբանե: «Գործ», որից ոչ թե իրավաբանականի առաջին կուրսի ուսանողը, ոչ թե նույնիսկ իրավաբանականի դիմորդը, այլ տրամաբանող ցանկացած մարդ հաշված րոպեների ընթացքում քարը քարի վրա չի թողնի:

Իսկ թե ինչու են նորից այս ամբողջ շոուն սարքել, արդեն առանձին խոսակցության թեմա է...
