«Փաստ» օրաթերթը գրում է.

Կառավարությունը հավանություն է տվել բջջային սարքավորումների IMEI կոդերի միասնական համակարգ ներդնելու օրենսդրական նախաձեռնությանը, ինչը լուրջ մտահոգություններ է առաջացրել տեղեկատվական անվտանգության ոլորտի մասնագետների շրջանում։ Թեև պաշտոնական մակարդակով այս քայլը հիմնավորվում է ստվերային շրջանառության դեմ պայքարով և հեռախոսների գողության դեպքերի կանխմամբ, փորձագիտական դաշտում սա որակվում է որպես քաղաքացիների նկատմամբ համատարած հսկողություն հաստատելու գործիք։

Ծրագրի համաձայն, ստեղծվելու է կենտրոնացված տվյալների բազա, որտեղ միմյանց կապակցվելու են քաղաքացու անձնագրային տվյալները, հեռախոսի անհատական ծածկագիրը և բոլոր ակտիվ հեռախոսահամարները։ Սա նշանակում է, որ իրավապահ մարմինները հնարավորություն կստանան ցանկացած պահի ճշգրիտ հետևել, թե կոնկրետ ով, ինչ սարքով և որ վայրում է միացել ցանցին, ինչը դուրս է գալիս զուտ հարկային վարչարարության շրջանակներից։

Մասնագիտական շրջանակները մատնանշում են նաև համակարգի տեխնիկական խոցելիությունը։ Միլիոնավոր օգտատերերի տվյալներ ներառող նմանատիպ պետական շտեմարանները հաճախ չեն դիմանում ծանրաբեռնվածությանը և խափանվում են, ինչը կարող է հանգեցնել կապի համատարած անջատումների։ Բացի այդ, նախագծում առկա է դրույթ, որը համակարգի ադմինիստրատորին իրավունք է տալիս հավաքագրված տեղեկությունները «թվային ծառայությունների» տեսքով տրամադրել այլ պետական կառույցների կամ մասնավոր ընկերությունների, ինչը լրացուցիչ ռիսկեր է ստեղծում տվյալների ոչ նպատակային օգտագործման համար։

Ամենամեծ վտանգը, թերևս, կապված է կիբեռանվտանգության հետ։ Ողջ երկրի բնակչության անձնական և սարքավորումների տվյալների կենտրոնացումը մեկ վայրում դառնում է առաջնային թիրախ հաքերային հարձակումների համար։ Համակարգի հնարավոր կոտրման դեպքում հարվածի տակ է հայտնվելու յուրաքանչյուր քաղաքացիական անձի անվտանգությունը։ Իսկ այն պնդումները, թե սա կօգնի սովորական գողությունների բացահայտմանը, հանրության շրջանում վստահություն չեն ներշնչում, քանի որ գործնականում նմանատիպ տեխնիկական միջոցները հաճախ ավելի արագ և նպատակային են կիրառվում քաղաքական ընդդիմախոսներին կամ լրագրողներին տնտղելու համար։
